A dual citizen of the United States and Estonia has been extradited to the United States to answer to accusations that he belonged to the hacking collective Scattered Spider.
Peter Stokes, a 19-year-old who went by the online names “Bouquet,” “Spencer,” and “Jordan,” was detained in Finland on April 10 while trying to board a trip to Japan at the airport in Helsinki. He is charged with helping extort millions of dollars from several prominent firms across the globe.
Stokes was implicated in at least four Scattered Spider breaches, including a hack of an online communication platform in March 2023 when he was sixteen years old, according to court filings. As a result, victim companies were demanded to pay millions of dollars in ransom.
An unidentified multibillion-dollar “luxury item retailer” was among the victims penetrated with the suspect’s assistance in May 2025.
